К вопросу о методологии участия местных сообществ в территориальном управлении

Abstract

The article explains that an active participation of local communities in a strategic development of a territory (a region or a municipality) is necessary. It’s showed that the situation of a necessity of synthesis of public authorities’ and local communities’ efforts, on one hand, and an absence of their partnership experience, on the other hand, is a problem. Different approaches to local communities substance are considered in the article. The role of communities in the process of working out and realizing a municipal development strategy (particularly in Samara city) is discovered. There is founded that local communities activity is a main factor of strategic sociocultural development.
